Legal Summary: Ordinance No. 1697

Title: An ordinance establishing electric customer user rates and repealing Ordinance No. 1688.

Effective Date: Applies to bills issued after October 1, 2024 (or October 11, 2024 in specific sections).

 

1. Residential Electric Rates (Sec. 15-301)

  • Inside City Limits:
    • $0.08836 per kWh
    • $13.00 monthly customer meter charge
  • Outside City Limits:
    • $0.09277 per kWh
    • $13.65 monthly customer meter charge

 

2. Small Commercial Electric Rates (Sec. 15-302)

  • Inside City Limits:
    • $0.08836 per kWh
    • $13.00 monthly meter charge
  • Outside City Limits:
    • $0.09277 per kWh
    • $13.65 monthly meter charge

 

3. Large Commercial Electric Rates (Sec. 15-303)

(For customers with demand over 30 kW)

  • Inside City Limits:
    • Demand Rate: $10.50/kW
    • Energy Rate: $0.055 per kWh
    • Customer Charge: $13.00/month
    • Demand determined by highest 15-minute interval or historical demand
    • 12-month rate commitment required
  • Outside City Limits:
    • Demand Rate: $11.03/kW
    • Energy Rate: $0.0578 per kWh
    • Customer Charge: $13.65/month
    • Same demand and commitment requirements as above

 

4. High Load Factor Rate (Sec. 15-307)

(For qualifying users consuming 5M+ kWh/year and meeting load factor requirements)

  • Rate: $0.005 per kWh over the City's actual energy cost (quarterly rolling average)
  • Load Factor Minimums:
    • Annual: 65%
    • Monthly: 60%
  • Capacity Charge: $3.00/kW per billing month
  • Customer Meter Charges:
    • Inside City: $13.00/month
    • Outside City: $13.65/month
  • Penalty: If load factors or usage fall below requirements, customer is billed the difference at $0.005/kWh plus actual O&M costs
  • Participation: Limited by City discretion

 

5. Energy Cost Adjustment (Sec. 15-308)

Adjusts rates based on changes in the City's power cost

  • Inside City:
    • Adjustment = ($ cost difference ÷ kWh) × 107.6%
    • Base cost: $0.0271/kWh
  • Outside City:
    • Adjustment = ($ cost difference ÷ kWh) × 112.6%
    • Base cost: $0.0271/kWh

Note: High Load Factor customers are excluded from ECA adjustments.

 

6. Repeal

  • Ordinance No. 1688 is repealed.
